An expert on Polish politics explained what the possible innovations mean and whether they are as alarming as they seem<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Let us remind you that Poland is considering tightening the conditions for granting Polish citizenship<\/p>\n\n\n\n<h3 id=\"what-will-change\" class=\"wp-block-heading\"><strong>What will change?<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Obowi\u0105zkowy egzamin na obywatelstwo \u2014 test sk\u0142adaj\u0105cy si\u0119 z oko\u0142o 40 pyta\u0144 dotycz\u0105cych wiedzy o historii, ustawodawstwie, warto\u015bciach Polski oraz poziomie integracji w spo\u0142ecze\u0144stwie.<\/li>\n\n\n\n<li>Signing a declaration of loyalty to the Polish state<\/li>\n\n\n\n<li>A high level of Polish language proficiency \u2014 no lower than level B2<\/li>\n\n\n\n<li>A minimum residence period in Poland \u2014 at least 8 years<\/li>\n\n\n\n<li>Having the status of a tax resident in Poland.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Kiry\u0142, an expert on Polish politics and one of the authors of the podcast \u201cZrobiona w Polsce,\u201d explained what the planned innovations actually mean<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we talk about the first point, which is the citizenship test, the idea of the Polish Ministry of the Interior is not a new concept. Similar tests have existed for a long time in various countries in Europe,\u201d says the expert.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He emphasizes that the experience of other countries shows that such exams are usually not difficult and can be prepared for in advance. It is an additional bureaucratic procedure, but not a critical one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe main question is whether a convenient system for registering and taking the test will be created for all those wishing to obtain a Polish passport,\u201d adds the expert.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Drugi punkt \u2014 podpisanie aktu lojalno\u015bci \u2014 Kiry\u0142 uwa\u017ca za formalno\u015b\u0107. Wyja\u015bnia:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201eTo z pewno\u015bci\u0105 nie powstrzyma ludzi o z\u0142ych intencjach, a dla sumiennych nowych obywateli nie wprowadzi \u017cadnych nowych obowi\u0105zk\u00f3w, poniewa\u017c lojalno\u015b\u0107 wobec swojego kraju wynika bezpo\u015brednio z istniej\u0105cego ustawodawstwa.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Why is this being proposed? The expert sees two reasons:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even such a seemingly formal requirement can influence the calming of sentiments among Poles. I think that in closed party surveys and focus groups, the question of whether some new citizens might turn out to be a \u201cfifth column\u201d could have been raised. We must understand the times we live in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This provision could become the basis for introducing the possibility of revoking citizenship for people who commit crimes against their country (read \u2014 treason) in the future. Currently, there is no such possibility in Poland<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201eAle ludzie, kt\u00f3rzy prowadz\u0105 normalne \u017cycie, zdecydowanie nie musz\u0105 si\u0119 tego obawia\u0107. \u017byjemy w kraju, w kt\u00f3rym prawo dzia\u0142a, a tak\u017ce istniej\u0105 ponadnarodowe instytucje europejskie, kt\u00f3re zapewniaj\u0105, \u017ce nie ma nadu\u017cy\u0107,\u201d wyja\u015bnia autor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The third point addresses the high level of Polish language proficiency. Currently, knowledge of the language at level B1 is required. According to the expert, we should hope that the level will be raised to B2.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYes, the difference between B1 and B2 is significant, but after living many years in Poland, I believe it is possible to learn Polish to the appropriate level without too much difficulty. Moreover, there is, as I am sure, a hidden meaning here: migrants from culturally and ethnically similar nations are given a sort of &#8216;head start.&#8217; The Polish state and society want to avoid a large influx of migrants and new citizens from countries with completely different cultural codes and traditions in the future,\u201d explains Kiry\u0142.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fourth point concerns the minimum residence period in Poland \u2014 it is proposed to increase it to at least 8 years<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The expert believes that this is how the government wants to organize the citizenship system without significantly increasing the residence period before applying<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEssentialnie, chodzi o sformalizowanie ju\u017c istniej\u0105cej praktyki &#039;o\u015bmiu lat&#039; \u2014 99% nowych obywateli mieszka w Polsce przez co najmniej ten okres. Nawet mo\u017cliwe zmiany s\u0105 ma\u0142o prawdopodobne, aby by\u0142y tak surowe jak w propozycjach &#039;Prawa i Sprawiedliwo\u015bci.&#039; Mo\u017ce to r\u00f3wnie\u017c zmniejszy\u0107 napi\u0119cia spo\u0142eczne i os\u0142abi\u0107 populistyczn\u0105 tez\u0119 o &#039;obywatelstwie w 3 lata,&#039; kt\u00f3ra nie odpowiada rzeczywistej procedurze,\u201d wyja\u015bnia Kiry\u0142.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the last point \u2014 tax residency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis point is also more cosmetic, aimed at showing on paper to Poles: &#8216;Look! They all pay taxes and work for the bright future of our country,&#8217;\u201d believes the expert.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since one must already live in the country for a considerable time without significant breaks before applying, and if one lives 186 days or more in a year \u2014 they automatically obtain tax residency<\/p>\n\n\n\n<h2 id=\"what-do-we-have-in-the-end\" class=\"wp-block-heading\"><strong>What do we have in the end?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In summary, the expert notes that this is not a revolution, but rather a revision of the existing system that meets the challenges of our time and the expectations of Polish society<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The current law was adopted in 2009 and at that time was a breath of fresh air: the process of obtaining Polish citizenship was systematized and not very complicated. Back then, the procedures took significantly less time than they do now, and if a candidate met fairly simple criteria, they could become a happy holder of a burgundy passport<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201eAle to by\u0142o dawno temu, w 2009 roku.
