The initiative was launched by a Belarusian living in the Pomeranian Voivodeship. Like many others, he is waiting for a decision on his residence permit and assumes that the wait may stretch for years. According to him, the problem is not with one specific case, but with the system as a whole: long processing times, stalled cases, complicated procedures, and overloaded offices. Instead of complaints, he decided to propose solutions — and prepared three documents addressed to different authorities.
What is this initiative?
This is a package of three petitions aimed at simplifying and speeding up the process of legalizing the stay of foreigners in Poland.
1️⃣ Petition to the Voivode (local level)
It proposes:
▪️ increasing the number of staff
▪️ providing transparent statistics on cases
▪️ monitoring «stalled» applications
▪️ simplifying the appointment process for biometrics
▪️ requiring fewer documents that are already in government registers
2️⃣ Petition to the Sejm (changes to laws)
It proposes:
▪️ that the absence of biometrics should not delay processing
▪️ simplifying the process for obtaining repeat residence permits
▪️ easing procedures for entrepreneurs and specialists
▪️ creating separate simplifications for children
▪️ guaranteeing the legality of stay while waiting for a decision
3️⃣ Letter to the ministry and UdSC (digitization)
It proposes:
▪️ merging different government databases
▪️ reducing manual data entry
▪️ speeding up case processing
▪️ developing digital tools for staff
▪️ considering the use of AI
▪️ making case status more accessible online

However, the list of signatories is not planned to be published publicly — the data will only be passed to the recipients of the petitions.
Anyone can sign — it is not necessary to have a residence permit case. The initiative is not directed against specific inspectors or offices — it is an attempt to improve the system as a whole.
