According to the authors of the resolution, the rise in hostility is largely linked to the disinformation spread on the internet and in the media. They note that hate speech increasingly leads to verbal and physical attacks on citizens of Ukraine.

The resolution was prompted by the increase in hate crimes. According to the Polish police, 180 such cases were recorded in the first half of the year against Ukrainian citizens — more than 30% higher than the previous year. Among the recent incidents are the attack on two Ukrainian schoolgirls in Legnica and the beating of a man in Poznań who defended a Ukrainian teenager.
