In Poland, new rules are being prepared that could completely change the process of registering vehicles. In the future, drivers will no longer have to visit the offices in person to obtain new license plates — they will be sent by mail to the specified address
But this is just part of the changes. If a car owner decides to sell their vehicle and finds a buyer, all formalities — including signing the sales contract — can be completed entirely online.

Why is the reform being postponed for nearly three years? The reason lies in the extensive modernization of the Central Register of Vehicles and Drivers (CEPiK), as well as the desire to simplify administrative procedures. The ministry notes that the current CEPiK data is insufficient for creating comprehensive electronic services in the field of vehicle registration and issuing driver's documents
One of the key changes will be the abandonment of paper documents. The vehicle registration document will be issued in electronic form and will be automatically generated in the information system servicing the central vehicle register.
Buying and Selling Cars Completely Online
The reform will also affect the car buying and selling market. The ministry plans to introduce the possibility of concluding a sales contract through an online service provided by the agency responsible for digitalization.
It is expected that such a system will start operating on November 13, 2028
Registration plates will arrive by mail: when the new regulations come into effect, a date has been set
