Why is the reform being postponed for almost three years? The reason lies in the extensive modernization of the Central Register of Vehicles and Drivers (CEPiK), as well as the desire to simplify administrative procedures. The ministry notes that the current data in CEPiK is insufficient for creating comprehensive electronic services in the area of vehicle registration and the issuance of driver's documents
One of the key changes will be the abandonment of paper documents. The vehicle registration document will be issued in electronic form and will be automatically generated in the information system servicing the central vehicle register.
Car sales completely online
The reform will also affect the car buying and selling market. The ministry plans to introduce the possibility of concluding a sales contract through an online service provided by the agency responsible for digitalization.
It is expected that such a system will start operating on November 13, 2028
